Ministry of Agriculture
It is the apex body for formulation and administration of the rules and regulations and laws relating to agriculture inIndia.
The three broad areas of scope for the Ministry are
* agriculture

It consists of three Departments namely:
* Department of Agriculture Research and Education
* Department of Agriculture and Co-operation
* Department of Animal Husbandry, Dairying and Fisheries
Department of Agriculture Research and Education (DARE)
* To look after all aspects of the agricultural research and Education (including horticulture, natural resources management, agriculture engineering, agricultural extension, animal science, economic statistics and marketing and fisheries) involving coordination between the central and state agencies.
* To attend all matters relating to Indian Council of Agricultural Research.
* To attend all matters concerning the development of new technology in agriculture, horticulture, natural resources management, agriculture engineering, agricultural extension, animal science, economic statistics and marketing and fisheries, including such functions as plant and animal introduction and exploration and soil and land use survey and planning.
* International co-operation in the field of agricultural research and education including relations with foreign and international agricultural research and educational institutions and organizations, including participation in international conferences, associations and other bodies dealing with agricultural research and education and follow-up decisions at such international conferences etc.
* Fundamental, applied and operational research and higher education including co-ordination of such research and higher education in agriculture including agro forestry, animal husbandry, dairying, fisheries, agricultural statistics, economics and marketing.
Department of Agriculture and Cooperation
* It is responsible for the formulation and implementation of National policies and programmes aimed at achieving rapid agricultural growth through optimum utilization of the countrys land, water, soil and plant resources.
* It undertakes all possible measures to ensure timely and adequate supply of inputs and services such as fertilizers, seeds, pesticides, agricultural implements and also to provide agricultural credit, crop insurance and ensure remunerative returns to the farmer for his agricultural produce.
* It is entrusted with the responsibility for collection and maintenance of a wide range of statistical and economic data relating to agriculture, required for development planning, organizing agricultural census, assisting and advising the States in undertaking scarcity relief measures and in management of natural calamities e.g. flood, drought, cyclone, etc.
* It is responsible for the formulation of overall cooperative policy in the country, matters relating to national cooperative organizations, cooperative training and education.
* The Department also participates in activities of international organizations, for fostering bilateral cooperation in agricultural and allied sectors.
Department of Animal Husbandry, Dairying and Fisheries (DADF)
* Development of requisite infrastructure in States/ Union territories for improving animal productivity.
* Preservation and protection of livestock through provision of health care.
* Strengthening of central livestock farms (Cattle, Sheep and Poultry) for development of superior germplasm for distribution to states.
* Expansion of aquaculture in fresh, brackish water, welfare of fisherfolk, etc.
Ministry of Chemicals and Fertilizers
It is the administrative unit of three departments namely:-
* Department of Chemicals and Petrochemicals
* Department of Fertilizers
* Department of Pharmaceuticals
Department of Chemicals and Petrochemicals
It is entrusted with the responsibility of policy, planning, development and regulation of Chemicals and PetrochemicalsIndustries.
The business allocated to the Department is listed as below:
* Insecticides (excluding the administration of the Insecticides Act, 1968).
* Molasses
* Alcohol - industrial and potable from the molasses route.
* Dye-stuffs and dye-intermediates.
* All organic and inorganic chemicals, not specifically allotted to any other Ministry or Department.
* Planning, development and control of, and assistance to, all industries dealt with by the Department.
* Bhopal Gas Leak Disaster-Special Laws relating thereto. Bhopal Gas Leak Disaster-Special Laws relating thereto.
* Petro-chemicals.
* Industries relating to production of non-cellulosic synthetic fibres (Nylon Polyester, Acrylic etc.).

Department of Fertilizers
* It is to ensure adequate and timely availability of fertilizers at affordable prices for maximizing agricultural production in the country.
* The main activities of this Department in relation to the fertilizer industry are overall sectoral planning and development and regulation of the industry, as well as monitoring of production pricing and distribution of the output.
Department of Pharmaceuticals
The Ministry has been given the following mandate for catalyzing the growth of the pharma industry in the country -
* Drugs and Pharmaceuticals sector development
* Promotion and co-ordination of basic, applied and other research in areas related to the Pharmaceuticals sector.
* Development of infrastructure, manpower and skills for the Pharmaceuticals sector and management of related information.
* Education and training including high end research and grant of fellowships in India and abroad, exchange of information and technical guidance on all matters relating to
pharmaceutical sector.
* Promotion of public - private - partnership in pharmaceutical related areas.
* International cooperation in pharmaceutical research, including work related to international conferences in related areas in India and abroad.
* Technical support for dealing with national hazards in pharmaceutical sector.
* All matters relating to National Pharmaceuticals Pricing Authority including related functions of price control/monitoring.
* All matters relating to National Institutes for Pharmacy Education and Research.
* Supporting growth of Central Pharma Public Sector Undertakings - BCPL,HAL,IDPL, KAPL and RDPL
Ministry of Civil Aviation
* It is responsible for formulation of national policies and programmes for the development and regulation of the Civil Aviation sector in the country.
* It is responsible for the administration of the Aircraft Act, 1934, Aircraft Rules, 1937 and various other legislations pertaining to the aviation sector in the country.
Ministry of Coal
* Exploration and development of coking coal and non-coking coal and lignite deposits in India.
* All matters relating to production, supply, distribution and prices of coal.
* Development and operation of coal washeries other than those for which Department of Steel (ISPAT Vibhag) is responsible.
* Low Temperature carbonization of coal and production of synthetic oil from coal.
* Administration of the Coal Mines (Conservation and Development) Act, 1974, Coal Mines Provident Fund and Miscellaneous Provision Act, 1948, Coal Mines Labour Welfare Fund Act, 1947 and the Coal Bearing Areas (Acquisition and Development) Act, 1957
* The Coal Mines Provident Fund Organization.
* The Coal Mines Welfare Organization.
* Rules under the Mines Act, 1952 for the levy and collection of duty of excise on coke and coal produced and dispatched from mines and administration of rescue fund.
Ministry of Commerce and Industry
It administers two departments,
* Department of Commerce and
* Department of Industrial Policy & Promotion.
Department of Commerce
* The mandate of the Department of Commerce is regulation, development and promotion of Indias international trade and commerce through formulation of appropriate international trade & commercial policy and implementation of the various provisions thereof.
* The basic role of the Department is to facilitate the creation of an enabling environment and infrastructure for accelerated growth of international trade.
* The Department formulates, implements and monitors the Foreign Trade Policy (FTP) which provides the basic framework of policy and strategy to be followed for promoting exports and trade.
* The Trade Policy is periodically reviewed to incorporate changes necessary to take care of emerging economic scenarios both in the domestic and international economy.
* The Department is also entrusted with responsibilities relating to multilateral and bilateral commercial relations, Special Economic Zones, state trading, export promotion and trade facilitation, and development and regulation of certain export oriented industries and commodities.
Department of Industrial Policy & Promotion
* Formulation and implementation of industrial policy and strategies for industrial development in conformity with the development needs and national objectives.
* Monitoring the industrial growth, in general, and performance of industries specifically assigned to it, in particular, including advice on all industrial and technical matters.
* Formulation of Foreign Direct Investment (FDI) Policy and promotion, approval and facilitation of FDI.
* Encouragement to foreign technology collaborations at enterprise level and formulating policy parameters for the same.
* Formulation of policies relating to Intellectual Property Rights in the fields of Patents, Trademarks, Industrial Designs and Geographical Indications of Goods and administration of regulations, rules made there under.
* Administration of Industries (Development & Regulation) Act, 1951
* Promoting industrial development of industrially backward areas and the North Eastern Region including International Co-operation for industrial partnerships and

Ministry of Communication and Information Technology
It contains three departments:
* Department of Electronics and Information Technology

* Policy matters relating to information technology; Electronics; and Internet (all matters other than licensing of Internet Service Provider).
* Promotion of internet, IT and IT enabled services.
* Assistance to other departments in the promotion of EGovernance, ECommerce, EMedicine, EInfrastructure, etc.
* Promotion of Information Technology education and Information Technologybased education.
* Matters relating to Cyber Laws, administration of the Information Technology Act.2000 and other IT related laws.
* Matters relating to promotion and manufacturing of Semiconductor Devices in the country excluding all matters relating to Semiconductor Complex Limited (SCL), Mohali; The Semiconductor Integrated Circuits layout Design Act,2000.

Department of Telecommunications
* Policy, Licensing and Coordination matters relating to telegraphs, telephones, wireless, data, facsimile and telematic services and other like forms of communications.
* International cooperation in matters connected with telecommunications including matters relating to all international bodies dealing with telecommunications such as International Telecommunication Union (ITU), its Radio Regulation Board (RRB), Radio Communication Sector (ITU-R), Telecommunication Standardization Sector (ITU-T), Development Sector (ITU-D), International Telecommunication Satellite Organization (INTELSAT), International Mobile Satellite Organization (INMARSAT), Asia Pacific Telecommunication (APT).
* Promotion of standardization, research and development in telecommunications.
* Promotion of private investment in Telecommunications.
* Financial assistance for the furtherance of research and study in telecommunications technology and for building up adequately trained manpower for telecom programme, including-
* assistance to institutions, assistance to scientific institutions and to universities for advanced scientific study and research; and

Ministry of Consumer Affairs, Food and Public Distribution
The ministry is divided into two departments,

* To ensure food security for the country through timely and efficient procurement and distribution of food grains.
* This involves procurement of various food grains, building up and maintenance of food stocks, their storage, movement and delivery to the distributing agencies and monitoring of production, stock and price levels of food grains.
* The focus is on incentivizing farmers through fair value of their produce by way of Minimum Support Price mechanism, distribution of food grains to Below Poverty Line (BPL) families and covering poor households at the risk of hunger under Antyodaya Anna Yojna (AAY), establishing grain banks in food scarce areas and involvement ofPanchayati Raj Institutions in Public Distribution System (PDS).
* It is responsible forformulation of policies concerning the sugar sector suchas fixing of Fair and Remunerative Price (FRP) of sugarcane payable by Sugar factories, development andregulation of sugar industry (including training in sugar technology), fixation of levy price of sugar and its supply for PDS and regulation of supply of free sale sugar.
* It formulates policies on export and import of food grains, sugar and edible oils.
Department of Consumer affairs
It administers the policies for Consumer Cooperatives, Monitoring Prices, availability of essential commodities, Consumer Movement in the country and Controlling of statutory bodies likeBureau of Indian Standards(BIS) and Weights and Measures.

Ministry of Culture
The mission of the department is to preserve, promote and disseminate all forms of art and culture.
In order to achieve this, the department undertakes the following activities:

* Observation of centenaries and anniversaries of important national personalities and events

Ministry of Earth sciences
The Ministrys mandate is to look after Atmospheric Sciences, Ocean Science & Technology and Seismology in an integrated manner.
India Meteorological Department
* To take meteorological observations and to provide current and forecast meteorological information for optimum operation of weather-sensitive activities like agriculture, irrigation, shipping, aviation, offshore oil explorations, etc.
* To warn against severe weather phenomena like tropical cyclones, norwesters, duststorms, heavy rains and snow, cold and heat waves, etc., which cause destruction of life and property.
* To provide meteorological statistics required for agriculture, water resource management, industries, oil exploration and other nation-building activities.
* To conduct and promote research in meteorology and allied disciplines.
* To detect and locate earthquakes and to evaluate seismicity in different parts of the country for development projects.
Ministry of Environment & Forests (MoEF)
* It is the nodal agency in the administrative structure of the Central Government for the planning, promotion, co-ordination and overseeing the implementation of India's environmental and forestry policies and programmes.
* The primary concerns of the Ministry are implementation of policies and programmes relating to conservation of the country's natural resources including its lakes and rivers, its biodiversity, forests and wildlife, ensuring the welfare of animals, and the prevention and abatement of pollution.
* While implementing these policies and programmes, the Ministry is guided by the principle of sustainable development and enhancement of human well-being.

Ministry of External affairs
* The key role of the Ministry is to manage the external relations of India with other countries.

* In this process, the Ministry has been building and consolidating Indias political, economic, trade, commercial, cultural and consular relations with the other nations.
* These objectives are attained through bilateral, regional and international consultations both at Headquarters and through the 176 Missions/Posts abroad.
* The Ministry has also set up specialised offices across the world, and regional passport and branch offices in India.

* Implementation of disinvestment decisions, including appointment of advisers, pricing of shares, and other terms and conditions of disinvestment.

* CPSEs for purposes of disinvestment of Government equity only.
* Financial Policy in regard to the utilization of the proceeds of disinvestment channelized into the National Investment Fund (inserted through amendment dated 12 January 2006 to the Allocation of Business rules)
Department of Economic Affairs
It is the nodal agency of the Union Government to formulate and monitor country's economic policies and programmes having a bearing on domestic and international aspects of economic management.
A principal responsibility of this Department is the preparation of the Union Budget annually (excluding theRailway Budget).
Other main functions include:
* Formulation and monitoring of macroeconomic policies, including issues relating to fiscal policy and public finance, inflation, public debt management and the functioning of Capital Market including Stock Exchanges. In this context, it looks at ways and means to raise internal resources through taxation, market borrowings and mobilisation of small savings;
* Monitoring and raising of external resources through multilateral and bilateral Official Development Assistance, sovereign borrowings abroad, foreign investments and monitoring foreign exchange resources including balance of payments;
* Production of bank notes and coins of various denominations, postal stationery, postal stamps; and Cadre management, career planning and training of the Indian Economic Service (IES).
Department of Expenditure
It is the nodal Department for overseeing the public financial management system in the Central Government and matters connected with State finances.
The principal activities of the Department include:
* pre-sanction appraisal of major schemes/projects (both Plan and non-Plan expenditure),
* handling the bulk of the Central budgetary resources transferred to States,
* implementation of the recommendations of the Finance and Central Pay Commissions,
* overseeing the expenditure management in the Central Ministries/Departments through the interface with the Financial Advisors and the administration of the Financial Rules / Regulations / Orders through monitoring of Audit comments/observations,
* preparation of Central Government Accounts, managing the financial aspects of personnel management in the Central Government,
* assisting Central Ministries/Departments in controlling the costs and prices of public services,
* Assisting organizational re-engineering through review of staffing patterns and O&M studies and reviewing systems and procedures to optimize outputs and outcomes of public expenditure.
Department of Financial Services
It covers Banks, Insurance and Financial Services provided by various government agencies and private corporations. It also covers pension reforms and Industrial Finance and Micro, Small and Medium Enterprise.
Department of Revenue
It is mainly responsible for the following functions: -
* All matters relating to levy and collection of Direct Taxes.
* All matters relating to levy and collection of Indirect Taxes.
* nvestigation into economic offences and enforcement of economic laws.
* Prevention and combating abuse of Narcotic drugs and psychotropic substances and illicit traffic therein.
* Enforcement of FEMA and recommendation of detention under COFEPOSA.
* Work relating to forfeiture of property under Smugglers and Foreign Exchange Manipulators (Forfeiture of Property) Act, 1976 and Narcotics Drugs and Psychotropic Substances Act, 1985.
* Levy of taxes on sales in the course of inter-state trade or commerce.
* Matters relating to consolidation/reduction/exemption from payment of Stamp duty under Indian Stamp Act, 1899.
* Residual work of Gold Control
* Matters relating to CESTAT.
* Cadre Control of IRS (Group-A) and IRS (C&CE) (Group-A).
Ministry of Food Processing Industries
* Better utilization and value addition of agricultural produce for enhancement of income of farmers;
* Minimizing wastage at all stages in the food processing chain by the development of infrastructure for storage, transportation and processing of agro-food produce;
* Induction of modern technology into the food processing industries from both domestic and external sources;
* Encourage R&D in food processing for product and process development and improved packaging;
* Provide policy support,and support for creation of Infrastructure, capacity expansion/ Upgradation and other supportive measures form the growth of this sectors;

* To draw up schemes for promotion, cultivation and regeneration of medicinal plants used in these systems.
* To evolve Pharmacopoeial standards for Indian Systems of Medicine and Homoeopathy drugs.
Department of Health Research
* Promotion and co-ordination of basic, applied and clinical research including clinical trials and operational research in areas related to medical, health, biomedical and medical profession and education through development of infrastructure, manpower and skills in cutting edge areas and management of related information thereto.
* Promote and provide guidance on research governance issues, including ethical issues in medical and health research.
* Inter-sectoral coordination and promotion of public-private partnership in medical, bio-medical and health research related areas.
* Advanced training in research areas concerning medicine and health including grant of fellowships for such training inIndiaand abroad.

The surveys on Consumer Expenditure,Employment Unemployment,Social Consumption (Health, Education etc.),Manufacturing Enterprises,Service Sector Enterprises are carried out once in 5years. And survey of Land and Livestock Holding and Debt and Investment are carried out once in 10 years.
Department of Programme Implementation
It was set up for the purpose of independently monitoring Central Sector Projects and key infrastructure sectors including the social sectors. It has four divisions.
* Infrastructure Monitoring Project Monitoring Division
It is concerned with monitoring of seven key infrastructure sectors including Power, Coal, Railways, Shipping and Ports, Telecommunications, Fertilizers, Cement, Petroleum & Roads and Civil Aviation. It submits monthly review reports.
* Project Monitoring Division
It monitors all central sector projects costing Rs. 20 crore and above. The limit has been revised to Rs. 150 crore from April 2010. Projects are categorized in three groups. Mega projects costing Rs. 1000 crore and above, Major projects with budget Rs. 100 to Rs. 1000 crore and Medium projects costing Rs. 20 crore to Rs. 100 crore.
* Twenty Point Programme Division
This division monitors the implementation of Twenty Point Programme(TPP),1986. Objective of TPP is improving quality of life of the people, especially living below poverty level, to give thrust to schemes related to poverty alleviation, employment generation in rural areas, housing, education, family welfare etc.
* Members of Parliament Local Area Development Scheme Division
It monitors the implementation of the various works/activities under the Members of Parliament Local Area Development Scheme. It was launched in 1993 to enable MPs to recommend works of development nature with emphasis on creation of durable community assets in their constituencies/states.
Ministry of Steel
* Co-ordination and planning of the growth and development of Iron and Steel Industry in the country (including Re-rolling Mills, Alloy Steel and Ferro Alloy Industries, Refractories) both in the Public and Private Sectors;
* Formulation of policies in respect of production, pricing, distribution, import and export of iron & steel, ferro alloys and refractories; and
* Development of input industries relating to iron ore, manganese ore, chrome ore and Refractories etc. , required mainly by the steel industry.
Ministry of Textiles
* To promote planned and harmonious growth of textiles by making available adequate fibres to all sectors.
* To promote technological upgradation for all types of textiles including technical textiles, jute, silk, cotton and wool.
* To promote skills of all textile workers, handloom weavers and handicrafts artisans, creation of new employment opportunities and development of new designs to make these sectors economically sustainable.
* To ensure proper working environment and easy access to health care facilities and insurance cover to weavers and artisans to achieve better quality of life.
* To promote exports of all types of textiles and clothing and handicrafts and increase Indias share of world exports in these sectors.

Ministry of Water Resources
* Overall planning, policy formulation, coordination and guidance in the water resources sector.
* Technical guidance, scrutiny, clearance and monitoring of the irrigation, flood control and multi-purpose projects (major/medium).
* General infrastructural, technical and research support for sect oral development.
* Providing special Central financial assistance for specific projects and assistance in obtaining external finance from World Bank and other agencies.
* Overall policy formulation, planning and guidance in respect of minor irrigation and command area development, administration and monitoring of the Centrally Sponsored Schemes and promotion of participatory irrigation management.
* Overall planning for the development of ground water resources, establishment of utilizable resources and formulation of policies of exploitation, overseeing of and support to State level activities in ground water development.
* Formulation of national water development perspective and the determination of the water balance of different basins/sub-basins for consideration of possibilities of inter-basin transfers.
* Coordination, mediation and facilitation in regard to the resolution of differences or disputes relating to inter-state rivers and in some instances, the overseeing of the implementation of inter-state projects.
* Operation of the central network for flood forecasting and warning on inter-state rivers, the provision of central assistance for some State Schemes in special cases and preparation of flood control master plans for the Ganga and the Brahmaputra.
* Talks and negotiations with neighbouring countries, in regard to river waters, water resources development projects and the operation of the Indus Water Treaty.
Ministry of Women and Child Development
* It is the apex body for formulation and administration of the rules and regulations and laws relating to women and child development inIndia.
* The broad mandate of the Ministry is to have holistic development ofWomen and Children.
* As a nodal Ministry for the advancement of women and children, theMinistry formulates plans, policies and programmes; enacts/ amends legislation, guides and coordinates the efforts of both governmental and non-governmental organisations working in the field of Women and Child Development.
* Besides, playing its nodal role, the Ministry implements certain innovative programmes for women and children.
* These programmes cover welfare and support services, training for employment and income generation, awareness generation and gender sensitization.
* These programmes play a supplementary and complementary role to the other general developmental programmes in the sectors of health, education, rural development etc.
* All these efforts are directed to ensure that women are empowered both economically and socially and thus become equal partners in national development along with men.
Ministry of Youth Affairs and Sports
It administers
* Department of youth affairs and
* Department of Sports.
Department of Sports
* Sports promotion is primarily the responsibility of the various National Sports Federations which are autonomous.
* To create the infrastructure and promote capacity building for broad-basing sports as well as for achieving excellence in various competitive events at the national and international levels.
Department of youth affairs
* The Youth, i.e. those falling within the age group of 15-35 years constitutes nearly 40% of the total population of India.
* This group which is the most vibrant and dynamic segment of the countrys population constitutes potentially its most valuable human resource.
* To optimally tap their constructive and creative energies, theDepartment pursues the twin objectives of personality building and nation building, i.e. developing the personality of youth and involving them in various nation-building activities.
* As most of the issues concerning young people are the functions of other Ministries/Departments, like Education, Employment & Training, Health and Family Welfare, etc. the role of the Ministry of Youth Affairs & Sports is to act as a facilitator and catalytic agent.
