Prevention of communal violence bill will it really help to handle communal violence effectively or bill targeting against majority community
Communal violence which is a matter great national importance should be dealt carefully. Communal violence effect a large section of society. Pain and agony suffered by people are enormous so any bill feature communal violence should be drafted carefully and discussed each and every part. Prevention of communal violence bill which deals with communal violence and if it can prevent clashes between two communities than this bill will be of great national importance. On the contrary notes this bill should not be used by political party to appease a particular section of society. Previous communal violence bill tabled by congress have referred term Majority and Minority and said that communal violence are always targeted by majority community against minority community. It also held responsible majority community for communal violence. From history we can see that even though being country of rich Hindu population it nurtured every community and religion and helped them to grow and never made their existence threatened. India observed every religion and evolved as a peaceful nation. Even in the past though India was rich and powerful it never attacked nearby countries. There are numerous instances in our history where Muslim leader and came to our country and incited violence. So telling communal violence are always incited by majority is completely wrong. One particular community being held responsible for communal violence is ridiculous. Giving particular preference to minority in communal violence is absurd even though they will be responsible for certain act they can accuse majority community for violence. It will affect the justice delivered and bring injustice to the society and communal tension will increase and sole purpose of bringing the bill will be lost.

It gave unguided power to authorities in favour of one community against another community on the basis of religion
Law and order and public order are subject of state list which are encroached by the union on time of communal violence which is destruction of federal nature of state (this has been revised later and Centre can deploy police personal only when asked)
Public servant will face charges when they fail to act on time of communal violence or if they remain mute spectator during violence. Even if they act and their certain act hurts the feeling of community they will face charges. If such restriction will be imposed on them it will certainly affect their course of action and lead to favour one particular community.
The bill details punishment of three year in communal propaganda and life term in case of communal violence.
The words "majority" and "minority" community have been removed from the bill
Earlier, the Centre could rush forces on its own to communally disturbed areas, but now it can do so only if the state concerned demands additional paramilitary forces.
It suggests three years jail plus fine for financially aiding such violence and recommends jail for 2-5 years for dereliction of duty by an officer.
There is also a provision for compensation of Rs.7 lakh in case of death, Rs.5 lakh in case of rape, and Rs.4 lakh in case of sexual assault, the state has to pay in case of communal riots.
Public opposition to this bill
Prevention of communal violence considered to be anti-Hindu and against the majority community. It is also said that politicisation of bill has done to gain the vote bank of minority community. The timing of introducing the bill and passing the bill in such a hurry have led the action of congress questionable. BJP opposed the bill strongly and told that politicisation of bill is against the secular nature of the state. The bill should be drafted with considering all the option and taking account of all the communal violence which happened till now. Each communal violence data and the community responsible data should be collected and analysed carefully and then conclusion should be drawn on the general trend of violence and from the conclusion result should be drawn. Drafting committee should consist of equal number of the person from each community. Each member should submit report on communal violence and its remedies on the case history of previous violence.

Will it really protect minority???
Prevention of communal violence will certainly give uncheck power to minority especially to muslims. They can use this power to misuse against hindus and the hindu so called majority will not be able to protect themselves even if they will not be guilty. This will increase the communal tension and hatred among community and it will be against our constitution which asks for promotion of fraternity and brotherhood among people of India. So ultimately this bill will not help in prevention of communal violence. Prevention of communal violence bill is needed for welfare of society so that people can live in peace and harmony.

What should be done?
Reciting the case of mujaffarnagar violence it can be said that prevention of communal violence bill is the need of hour as mujaffarnagar violence led thousands of people displaced and hundreds of people killed. Communal violence always brought insufferable pain to millions of people it is not a particular section suffering it is suffered by both majority and minority. So prevention of both side should done from the extremist of society who are completely responsible for the violence. A bill should be drafted with committee members who have dealt such situation and experienced such situation. Each point in bill should discussed thoroughly and voice of every community should be heard. Each community should be given a chance to explain their problem and what remedy they seek. The conclusion of the bill should consider all the points and should be drafted for the greater good of society so that our country became a place to live and we set a milestone for communal harmony.
